Contribution of Action Muslim Rights (ADM) to the UN SR on Freedom of Association on civil society’s ability to access resources

There are many obstacles to funding for associations in France. They are part of the gagging procedures, the government assuming the “Al Capone” method - administrative harassment of an “ecosystem” by multiple controls and administrative measures (Tax, URSSAF, urbanism, hygiene…). All the tools of the state are available to take the funds and dry up the structures. Laws designed to combat the financing of terrorism are being misused to restrict civil society action. The constraints and sanctions against associations have been accentuated regarding foreign financing with the law of separatism of August 24, 2021.

At the end of an investigation on a year of fight against separatism, Médiapart writes that “rarely in France a population will have been so much the object of administrative procedures because of its origin or its supposed or real confession”.
